Charter of the Senate
Section 1 Article 1 The Senate is an open and public forum. Any citizen of Akar may attend.
The Senate is to meet no less than four (4) times per year.
The Senate will convene as many times per year as necessary.
The purpose of the Senate is to discuss, deliberate, and resolve issues of the state of Akar and its Provinces.
Article 2 There are as many seats in the Senate as there are necessary.
The Emperor will oversee every Senate meeting.
Every Administrator of the Akari Administrative Board has a seat in the Senate.
The Leader(s) of every Akari Province has a seat in the Senate and may be accompanied by two (2) personal advisors of their choosing.
Members of the public attending the meetings are to sit in the designated public seating area.
Article 3 The general proceedings of the Senate meeting will be consistent unless an emergency situation overrides this.
The meetings will open with a salute to the Akari flag.
After the salute, roll call will be conducted.
The meeting will first address any old business from the previous meeting.
After old business is finished, the Provincial Leaders will report the state of their Province. After all colonies are addressed, the Chief Magistrate will take the floor to report the state of the Imperial City and weigh in on the Empire as a whole.
Following the status reports, the floor will be open to new business.
After new business is addressed, the meeting will be open to the public.
Section 2 Article 4 Senate meetings will be held in the Forum building of the Imperial City.
Provincial Leaders, if able, are to travel to the Imperial City for the meetings.
If unable to attend in person, Provincial Leaders may attend through electronic means.
If, for any reason, the Senate cannot meet in the Forum building of the Imperial City, other arrangements will be made as necessary.
Article 5 During the meetings, only the speaker granted recognition by the Emperor may address the Senate.
Members of the public attending the meetings are to remain quiet until the meeting is opened to the public.
Personal advisors accompanying the Provincial Leaders may not address the Senate.
